济南是山东省省会城市，国家历史文化名城，也是环渤海地区南翼的中心城市。长清高铁智慧新城位于济南市长清区文昌街道、黄河东岸，是济南西进发展战略的重要区段。
Jinan is the capital city of Shandong Province, a
famous national historical and cultural city as well as the central city of the
southern wing of Bohai Rim region. Located in Wenchang Street, Changqing
District, Jinan City, Changqing High-speed Railway Smart New City forms an
important section of Jinan westward development strategy.
为了以国际视野谋求更高水平的规划，指导长清高铁智慧新城建设，山东铁投智慧城市发展有限公司组织本次长清高铁智慧新城概念性规划及城市设计方案征集工作。
In order to seek a
higher level of planning from an international perspective and guide the
construction of Changqing High-speed Railway Smart New city, Shandong Tietou
Smart City Development Co., Ltd. organizes the solicitation of conceptual
planning and urban design scheme solicitation for changqing High-speed Railway
Smart New City.
一、国际征集的目的
I. Purpose of International Solicitation
本次方案征集活动的目的在于集思广益谋划未来，通过国际顶级的规划设计机构参与，征集具有创新性、独特性、可操作性的概念性规划研究及城市设计方案，以国际视野、前瞻性的发展理念明确高铁智慧新城的功能定位、产业规划、空间布局、交通组织，打造高标准的国家级交通枢纽核心片区，用前沿的信息技术理念和创新概念，打造富有活力、产城融合的高铁智慧新城。推动济南市西部区域高起点规划、高水平建设、高质量发展，为济南塑造一个具有国际先进品质与优美空间形象的城市新区、一个功能集聚和多元合作交流的多样开放的智慧新城。
The purpose of
this scheme solicitation project is to gather wisdom and ideas to plan for the
future. Through participation of top international planning and design
institutions, conceptual planning research and urban design schemes with
innovation, uniqueness and operability are collected, so as to define the
functional orientation, industrial planning, spatial arrangement and traffic
organization of the High-speed Railway Smart New City with international vision
and forward-looking development concept, to create a high-standard national
level transportation hub core area, and to create a dynamic, industry &
city integrated High-speed Railway Smart New City with cutting-edge information
technology concept and innovative concept. High starting point planning,
high-level construction and high-quality development shall be promoted in the
western region of Jinan, to create a new urban area with international advanced
quality and elegant spatial image, a diversified and open smart new city with
functional agglomeration and diversified cooperation and exchange.
二、项目概况及征集内容

1、项目名称:济南市长清高铁智慧新城概念性规划及城市设计方案国际征集
1. Project Description:

2、地址：济南市长清高铁智慧新城位于济南市长清区文昌街道、黄河东岸。
2. Address:Changqing High-speed Railway Smart New City is located in
Wenchang Street, Changqing District, Jinan City, on the East Bank of the Yellow
River.
3、建设规模：规划研究范围北至北大沙河、东至灵岩路—峰山路、南至阜新街、西至远期G220线，用地面积约15平方公里，并对高铁站周边5-6平方公里进行重点研究。

Construction scale: the planning and research scope extends to Beidasha River
in the north,to Lingyan road-Fengshan Road in the East, Fuxin street in the
south, and long-term G220 line in the West. The land area is about 15 square
kilometers, focused attention shall be paid on the study of 5-6 square
kilometers around the high-speed railway station.
4、规划设计方案内容及深度要求
4. Content and depth

4.1概念性规划：重点研究区域发展态势、区域生态格局、片区功能定位、产业体系、空间结构及土地利用、综合交通体系等内容，贯彻具有国际视野和前瞻性的设计理念，落实传导蓝绿引领、生态渗透、公共交通为导向的规划理念, 打造富有活力、产城融合的高铁新城，与国土空间规划充分衔接，加强对济郑高铁沿线及西侧规划建设区之外的土地使用的研究。
4.1 Conceptual planning: The
scheme shall focus on regional development situation, regional ecological
landscape, area function orientation, industrial system, spatial structure and
land use, comprehensive transportation system and so on, to carry out a
forward-looking design concept with international vision, implement and conduct
the blue-sky and green-land leading, ecological penetration and public transportation
design concept as the guidance idea, to build a dynamic, industry-city
integrated high-speed railway city, fully combined with national spatial
arrangement and strengthen study on land alongside JiZheng high-speed railway
and outside the western side plan and construction area.
4.2城市设计重点：对范围内进行总体空间形态、廊道体系、平面布局、功能业态及建设容量、高度控制及天际线、开发强度及生活圈、绿地景观及慢行体系、风貌与色彩、重要节点与界面、地下空间利用、意象效果等控制与引导内容，提出建设发展时序以及实施开发策略等，针对长清高铁城区域，重点加强对枢纽门户周边地段门户形象、交通一体化组织、空间混合利用的研究；加强对长清古城等历史风貌区的保护利用研究。编制形成城市设计导则，明确规划建设管控要求，成果达到重点区段城市设计深度。
4.2 Key points of urban
design:
To present control and
guidance within scope concerning overall spatial form, corridor system, plane
layout, functional format and construction capacity, height control and
skyline, development intensity and living circle, green landscape and low
traffic system, style, feature and color, important nodes and interfaces,
underground space utilization, image effect and so on, put forward construction
and development sequence, implementation and development strategy. For the area
of Changqing high-speed railway city area, focus on research on portal image, traffic
integration organization and space mixed utilization around the hub portal,
strengthen study on the protection and utilization of historical scenic areas
such as the ancient city of Changqing. The urban design guidelines shall be
compiled and formed to clarify planning and construction control requirements,
and the result depth shall be of the
design depth of key urban sections.
三、组织方式
III. Organization Mode
1、征集方式：公开征集，发布公告，应征申请人报名。
1.Solicitation method: public solicitation,
publish public announcement and applicants apply for registration.
2.资格审查的方式：有数量限制，由资格预审委员会评选出五家入围方案编制单位。

qualification review:Five shortlisted project formulation units shall be selected by the Prequalification
Committee as candidates.
3、五家入围方案编制单位应按时提交《参加方案编制确认函》。

4、入围单位进行方案编制。
4.Design candidates
shall undertake urban design plan compiling.
5、方案评审，由评审专家评选，确定方案排序，专家对方案提出优化意见。
Plan evaluation shall be in the form of voting
by expert reviewers. The experts shall determine the ranking of the plans and
give optimization opinions on the plans.
6、奖项设置：根据方案评审情况，排名前四名为获奖方案，一、二、三、四等奖各一名。一等奖奖金180万元人民币，二等奖奖金100万元人民币，三等奖奖金70万元人民币，四等奖奖金20万元人民币，以上奖金均包含各项税费。

Awards setting: According to the evaluation of the schemes, the top four are
the winning schemes, lised as the first, second, third and fourth prizes. The
first prize award is RMB 1.8 million yuan, and the second prize award is RMB 1
million yuan, the third prize award is RMB 700,000 yuan, and the fourth prize
award is RMB 200,000 yuan, all of which include taxes and fees.
7、主办方根据专家评审结果和商务谈判情况，确定方案深化整合单位,由其承担本项目概念性规划及城市设计方案编制工作。
According
to the expert review results and commercial negotiations, the organizer shall
determine the institute unit for scheme deepening and integration, which shall
undertake the work of conceptual planning and urban design scheme formulation
of the project.
8、后续方案整合深化费用：200万元人民币，该费用包含各项税费。

四、应征申请人的资格要求
IV. Qualification requirements of the applicants
1、注册在中华人民共和国境内的应征单位须具有独立法人资格，持有效的营业执照；境外应征单位须在其所在国家或地区合法注册，境外公司在境内注册的子公司参加应征，视为境外应征单位。
1. The applicant organization registered within the
territory of the People's Republic of China shall have independent legal person
status and hold a valid business license; An overseas applicant organization
shall be legally registered in the country or region where it is located. A
subsidiary of an overseas company registered in China shall be regarded as an
overseas applicant organization.
2、资质要求：

（1）中华人民共和国境内的应征申请人，须同时具备有效的城乡规划编制甲级资质、建筑行业（建筑工程）甲级设计资质及以上；
(1) Applicants within the territory of the
people's Republic of China shall have valid class A qualification for urban and
rural planning, class A design qualification and above for construction
industry (Construction Engineering) ;
（2）中国境外的应征申请人，须在其所在国家或地区合法注册，并有相关设计准入资格及相关经验案例。
(2) Applicants outside China must be legally
registered in the country or region where they are located, and have relevant
design qualification and relevant experience cases.
（3）本次征集活动接受联合体参加，联合体须提供联合体协议书；联合体成员数量不得多于3名（含3名）。
(3) The consortium is allowed to participate
in this solicitation activity, and the consortium shall provide the Consortium
Agreement; the number of members of the consortium shall not exceed 3
(including 3).
（4）组成联合体的各成员单位不得再以自己的名义单独申请应征，也不得同时加入本项目其它联合体申请应征。

of the consortium shall not apply for application in its own name or join other
consortia of the project at the same time.
3、主创设计师要求：境内应征单位主创设计师，须具有高级工程师职称及注册城乡规划师资格；境外应征单位主创设计师及主创设计人员应有境外设计师资格，并须全程参与城市设计方案征集工作及设计工作,且需配备中方人员一名，以便于准确理解征集人的相关要求及设计背景。
3. Requirements
for the chief designer: the chief designer of the domestic application unit
shall have the title of senior engineer and the qualification of registered
urban and rural planner; the chief designer and the chief designer of overseas
applicant shall have the qualification of overseas designer, and shall
participate in the whole process of urban design scheme solicitation and
design, in addition, one Chinese personnel is required to accurately understand
the relevant requirements and design background of the solicitor.
4、信誉要求：应征单位须提交信用承诺书。

五、应征报名及资格预审文件的获取
有意向参加征集的应征申请人需先在代理机构进行报名登记（报名方式：电子邮件），应征报名表可在山东德勤招标评估造价咨询有限公司网站(http://www.shandongdeqin.com/)“下载中心”下载，报名表填写后请以Word版本和签字或盖章的PDF版本发送电子邮件到邮箱sddqzbwb@126.com，代理机构收到报名表后，再将资格预审文件发送给应征申请人，应征申请人应按资格预审文件的要求提交书面资格预审申请文件（以下简称“申请文件”）。

Applicants shall send filled application form to the email sddqzbwb@126.com in word version and the signed or stamped PDF
version. After receiving the application form, the agent shall then send the prequalification
documents to the applicant, and the applicant submit written prequalification
documents (hereinafter referred to as the "application
documents")according to the requirement of the prequalification documents
.
资格预审文件工本费：500元人民币，售后不退。

prequalification documents: RMB 500 yuan, non-refundable after sale.
报名及获取资格预审文件的时间：2020年07月10日09:00至07月15日16:30（中国北京时间，下同）。

六、资格预审申请文件的递交
应征申请人按资格预审文件的要求编制资格预审申请文件。
资格预审申请文件递交截止时间：2020年07月21日09时30分之前。
递交方式：现场递交或邮寄或发送邮件。
主办单位和代理机构拒绝接收逾期递交或未递交指定地点的资格预审申请文件。
VI. Submission of
prequalification application documents
The applicant
shall prepare the application documents for prequalification in accordance with
the requirements of the prequalification documents.
Deadline for prequalification application: before 09:30 on July 21, 2020.
Delivery: On-site delivery or by post or by mail.
The organizer and the agency refuse to accept the application documents
submitted later than required or not delivered to the designated place.
